POLITICAL DECLARATION OF MOTORWORKERS
After touring the Colombian geography, informal motorcyclists we have convened to analyze and evaluate the national situation of motor-workers and the increasingly serious conditions for the urban and rural population that survived the motorcycle.
Informal workers in Colombia are no strangers to the picture of the Colombian conflict, we are a complementary social element constituted by the millions of peasants pushed, because of the level of violence in the countryside, to the rural exoduses and crowded in self-constructed neighborhoods in municipalities and cities from the country.
Peasants forced to be victim citizens of an urban oligarchy that is not interested in the reforms, nor interested in the soil; Its economic reasons are in the subsoil because the multinational context requires it to move and sell to exploit the immense mining resources of Colombia, of which the insatiable multinationals remain thirsty with a neoliberal model and the extraterritorial policy that violates national sovereignty.
Foreign capital was given military support with the interests of the country from 2000 to 2025, the country's economy, industry, natural resources, oil, medicines, public services, transportation, the financial sector, Mechanical metal, iron and steel, plastics and rubbers, processed foods, transport of securities and mail, large commercial areas, telecommunications, cable television, today are in the hands of transnationals with the logical consequence of the ruin of the national industry, foreign investment received tax gavels, free zones, reforms to the national constitution, labor reforms, public policies were in fact designed by employers and the government, 60% of employment is informal, 80 % of workers earn less than two minimum wages, only 30% have pension expectations.
Poverty levels in urban territories are 45 percent on average; while in the countryside the poverty level rises to 64 percent. While the national average of unsatisfied basic needs is 27 percent; for the indigenous population it is 57 percent and for Afro-descendants it is 66 percent. In municipalities defined as high rurality, people with unsatisfied basic needs amount to 74.66 percent, according to UNDP.
The policy of subjugation of our rulers has allowed multinationals to act as independent republics, violating national sovereignty, the rights of workers, ILO conventions enshrined in international labor standards, environmental standards, taxation, freedoms of the individuals, the regular exercise of the right to petition the authorities, the right to due process, the right to equality before the law, the right to protest, the right to freedom of the press and the right to dissent, as well as the right to the physical integrity of the protesters, and ignoring the demands of the assemblies and environmental organizations through the systematic disqualification of the petitioners as a political actor.
Through continuous sessions The ILO has sanctioned Colombia for failing to comply with international conventions to end the insult against leaders and workers of the trade union movement. Added to this, cities are far from offering equal conditions and opportunities to their inhabitants. The urban population, in its majority, is privatized or limited - by virtue of its economic, social, cultural, ethnic, gender and age characteristics - to satisfy its most elementary needs and rights. Contributing to this are public policies, which by ignoring the contributions of popular population processes to the construction of cities and citizenship, violate urban life.
In this context, the social and political significance of the urban struggle continues to be fragmented and incapable of producing transcendental changes in the current development model. For this reason, it is considered imperative to call the civil population, the institutions of justice and state, the international community to raise their voice in the defense of the fundamental rights of people who exercise their right to petition, to protest , to meet, to demonstrate publicly, to protect the mobility, health and life of the inhabitants of the communities; which leads us to conclude that the motor-workers in this political commission assume:
to. Unify an action that allows to develop and demand through the union recognition of the Mototrabajadores the impulse of tables of concertación citizen through the coordination in days of protest, the presentation of pliegos in actions of mobilization and regional solidarity. Conducting meetings, seminars, training and training leaders for mobilization that agglutinate and show governments a stronger union, larger affiliates and more negotiation capacity.
b. Solidarity with other sectors with non-binding criteria, without endorsing the struggle of the motor-workers, if not contributing in the development of actions that make visible the struggles against the multinational model.
c. Assume the defense of the territory, employment, the agrarian and urban industry, as a principle of struggle for the defense of national sovereignty.
d. Require the national government to guarantee due protection to the vulnerable population, through labor reintegration programs and social security. Motorcycle workers in Colombia will continue to fight against government policies that affect the quality of life of Colombians, such as privatization, outsourcing and job insecurity, the surrender of sovereignty and extractivism.
and. Motorcyclists in Colombia reject any restriction to the motorcycle because it is harmful to the unemployed and informal workers.
F. We reject the agreements between traffic authorities, mayors and crane companies for using administrative acts in favor of private individuals and against the vulnerable population of the motorcycle.
g. We demand that the national government formalize our work in conditions of work, dignity and construction with broad criteria of an observatory on the consequences of municipal and presidential decrees that allow for a permanent follow-up on the application and defense in due process.
h. Demand transparency, information and accountability, this aspect is key when under the title of confidentiality the topics and agreements of the negotiation are hidden from public opinion, denying the democratic character that an agreement must have that compromises the model of development of the municipalities.
i. Require the national government and the ILO to be more effective in their obligation to respond for compliance with laws, the national constitution, conventions and international labor standards.
j. We demand that the Ministry of Labor create the Motor Workers Office to deal with the conflicts in our sector.
k. We decided, join forces to strengthen with everyone in the construction of PEACE a public space in plurality and democracy, a scenario of social dialogue for the peace of Colombians.
